Through hands on experience, Irwin CC has identified and perfected the five critical stages of municipal compliance needed for your project's success.

While working as a compliment to your design team, Irwin CC strategically implements the following:

  • Compliance Planning - Planning/Mapping out all required permits and inspections in the conceptual phase. 

  • Permit application - Irwin CC will apply as a co-applicant and ensure all required applications are submitted. 

  • Plan review - From pre submittal plan review by our in-house team, to working as a compliment to your design team, our goal is obtain plan approval and permit issuance with as few revisions as possible. 

  • Inspection Support - On-site support for all primary building permit inspections and re-inspects in addition to ensuring proper coordination of sub-contractor inspections.

  • Permit close out - Irwin CC will ensure all close out documents are submitted and final inspections have been completed so that the Certificate of Occupancy can be issued.

About Todd

BRIDGING THE GAP

Todd Irwin, Owner and founder of Irwin Code Consulting, brings a unique set of skills and experience from his career thus far aiding in his ability to be a local expert in Municipal Compliance Management, Building Code Consulting, and Stormwater Management in the Greater Pittsburgh area. With a construction background, Todd was able to utilize his knowledge as a contractor to secure a position with the City of Pittsburgh Department of Permits, Licenses and Inspections as a Combined Construction Inspector in 2014. While working directly with the City of Pittsburgh, Todd was able to expand his education on city code and obtain 7 professional code certifications that apply statewide including his most recent as Building Code Official.

He was also able to gain invaluable firsthand experience with the City’s inspection processes, record keeping techniques and department systems all while building long term relationships. In 2018, Todd pursued his real estate license as a way to help his wife who was full-time in the industry.

Working closely with buyers and sellers in both residential as well as commercial real estate, Todd was able to gain an understanding of how the permitting, licenses and inspections processes of the City directly impacted residents, building owners and developers.

He recognized a gap of understanding of the end-to-end permitting and inspection process in the City creating hurdles for all those navigating the approval process. By combining all of his experience, Todd decided to create a company that could be the missing link that those looking to build, renovate, reconstruct or develop in the City of Pittsburgh could utilize to ensure their projects are code compliant and progressing in the most efficient manner.  Todd was born and raised in the City of Pittsburgh, and still currently resides there with his wife, Heather and his two children. He is excited to use his skills and knowledge to continue to be a much needed resource for the people of Pittsburgh through Irwin CC.
